Asset Management Improvement Program

GHD is assisting Merseyrail, the UK urban train operator for Liverpool and surrounding areas, with a major business change program to update the management systems for its fleet.

The Asset Management Improvement Program (AMI P) is being delivered in partnership with Merseyrail. It follows an asset management maturity assessment undertaken in 2008 using GHD’s proprietary Total Enterprise Asset Management Quality Framework (TEAM QF) assessment model. The assessment process is aligned to BSI PAS 55 (a publicly available asset management specification) and provided Merseyrail with a roadmap for achieving its strategic asset management objectives for fleet reliability, availability and efficiency set out in its asset management strategy published in 2007.

Brisbane Metro Schools Defect Identification


GHD was engaged by the Department of Housing and Public Works, Building and Asset Services (BAS) to undertake a defect identification assessment audit on 170 State schools and residences in the Brisbane metro area.

This project had incredibly tight delivery deadlines. As a result, a large inspection team was enlisted to deliver within the eight week inspection timeframe which included school holidays. Project delivery also involved populating client approved templates with the comprehensive data received through the audit process.

City of Livermore – Asset Hierarchy & Data Framework


The City of Livermore, Public Works Department, Water Resources Division (WRD) is strengthening its asset management (AM) program to foster more efficient financial and physical resource investments and prolong the life of the water and wastewater infrastructure system.  As the first step toward asset management improvement, WRD contracted with GHD to assist in a strategic review of WRD’s current asset management practices.  This process identified improvement opportunities and assisted in developing projects to support WRD’s efforts to move its asset management practices closer to the established best appropriate practices.

Among a list of improvement projects, the Asset Hierarchy and Data Framework project was identified as high priority.  Establishing a structured and consistent data management approach will provide the WRD with an essential foundation to making asset management decisions.

Comprehensive Asset Management Project for Alor Setar Telecommunication Tower

Telekom Malaysia engaged GHD on a comprehensive asset management project at Alor Setar Telecommunication Tower in Kedah. Measuring 165.5m in height, the Alor Setar Tower comprises a tower structure, podium, amphitheatre and two restaurants.

The upper level tower houses telecommunications and broadcasting equipment.

Developing a Sustainability Integration Strategy

GHD was engaged to develop a strategy for the New Zealand Ministry of the Environment (MfE) to facilitate the integration of sustainability into local government procurement.

Local government in New Zealand has a significant impact on the economy, contributing 3.5 percent of GDP and employing around 40,000 people.

Highline Water District Asset Management Plan


Highline Water District (HWD) is a municipal water system located just south of Seattle, Washington with 280 miles of water line.  Many of the water system assets are aging significantly, as they were constructed predominantly in the 1940s, 1950s, and 1960s.  In order to better manage its infrastructure assets the HWD desired to establish an Asset Management program.

GHD was contracted to prepare the Asset Management Plan (AMP) in conjunction with BHC’s Water Comprehensive Master Plan Update.  The objective was to summarize the ability of the HWD to deliver water services to its customers in the AMP.  This was achieved through the development of the AMP.

IWA-WSAA International Asset Management Benchmarking

GHD was commissioned by the International Water Association and Water Services Association of Australia (WSAA) to undertake an Asset Management Process Benchmarking study. This study included 42 participants from water and wastewater utilities from around the world, including; Australia, Canada, Hong Kong, New Zealand, Sultanate of Oman, United Arab Emirates and the United States of America.

The study utilized WSAA’s Aquamark Framework to examine key asset management processes that are required to maintain the supply of reliable water and wastewater services. The study provided opportunities to identify leading asset management practices and to share information for the benefit of all participants.

New asset management strategy pays dividends

GHD took a hands-on approach to working with the Region of Waterloo in Ontario, Canada to develop and establish an Asset Management (AM) strategy to meet the Region’s current and future demands in transportation, water and waste management, parks, fleet and facilities.

Meeting the Region’s goal to provide high quality, well managed infrastructure required a comprehensive change management approach including extensive stakeholder management. This enabled internal consensus and endorsement of the new business processes and AM practices.

Peak efficiency


A series of new initiatives undertaken by GHD at Colbun S.A.’s Nehuenco Power Plant, near the city of Quillota in Chile, are delivering operational efficiencies and cost savings.

The Nehuenco Power Plant facility consists of three separate gas-fired plants – two combined cycle and one simple cycle (all dual fuel) – which were converted to diesel-fired operation due to a lack of natural gas in the region.

A project to benchmark water utilities around the world is providing meaningful comparisons on how assets are managed across the industry.

Restoring tourism icon


Chilean pier to shine once more

In 2011, the Chilean Ministry of Public Works engaged GHD to carry out several studies to assess the conditions of the facilities of the Vergara Pier in Viña del Mar (a famous Chilean resort city) and provide alternatives for restoring and rehabilitating this tourist attraction.

Sanitation Districts of Los Angeles County Pilot Asset Management Plan

The Sanitation Districts consist of 23 independent special districts and provides wastewater and solid waste services for approximately 5.7 million customers in Los Angeles County.  The Sanitation Districts of Los Angeles County (Sanitation Districts) engaged GHD to assist in developing a pilot asset management plan (AMP) for their White Point Pumping Plant to demonstrate the concepts of asset management.

The pilot AMP was developed around the GHD formulated 10-step asset management process which is endorsed by the USEPA.  Development of the AMP enables the Sanitation Districts to advance its asset management program by providing the framework for understanding the assets owned, the service expected of the assets, and the investment required.  The Sanitation Districts intend to apply the knowledge gained from the pilot AMP to develop AMPs which incorporate the entire asset portfolio.

Seattle Parks and Recreation

Seattle Parks and Recreation (Seattle Parks) is currently engaged in strengthening its Asset Management Program to improve the stewardship of park assets.  Seattle Parks desires an Asset Management Program that will allow them to proactively manage their assets. The Asset Management Program will support Seattle Parks’ strategic mission.

Security Master Planning, Surprise AZ


GHD recently completed the development of a Security Master Plan for all water and wastewater facilities for the City of Surprise. The City of Surprise systems include 20 water supply wells, 5 water treatment, pumping and storage facilities, 2 wastewater reclamation plants, and wastewater collection and water distribution systems serving a population of 125,000 in the Phoenix metropolitan area.

Sino Iron Ore Project


The Sino Iron Project is Australia's first major magnetite project and the second largest project currently under construction in the Pilbara.

Due to its remote location 1200 kilometres north of Perth in Western Australia, the client CITIC Pacific Mining Management Pty Ltd required the development of dedicated infrastructure to support the USD3.5billion greenfields sino iron project.

UK Rail Footprint Assessment

Greenhouse gas (GHG) management is an essential part of any organisation’s sustainability and corporate responsibility agenda. GHD partnered with CenSA on railways greenhouse gas emissions measurement in the United Kingdom.

In December 2008, the United Kingdom (UK) made a upgraded its commitment to reduce its national carbon dioxide emissions, by at least 34 per cent by 2020 and 80 per cent by 2050, in comparison to 1990 levels. In anticipation of tough regulatory and other policy drivers, the rail sector sought to better understand its contribution to the national GHG footprint and the ways in which this can be reduced.

Washington Suburban Asset Management (Md, USA)


The Washington Suburban Sanitary Commission (WSSC) appointed GHD to lead the provision of asset management services in support of master planning and enterprise resource planning initiatives.

WSSC is the eighth largest water and wastewater utility in the USA, owning USD$12 billion of infrastructure assets. While instituting a range of short-term measures to combat the increasing incidence of water main breaks and leaks, WSSC is also taking a long-range strategic approach to address the growing challenge of ageing infrastructure.

Farshad Ibrahimi

Farshad is a Principal Asset Management Consultant and civil engineer with a career spanning more than 18 years of private and public sector project experience in Australia and around the globe. He has extensive experience in development and implementation of business and asset strategies, asset management and lifecycle plans, water plans and sustainability strategies.

Farshad was the Lead Assessor and Australia/New Zealand Region Co-ordinator for the IWA-WSAA 2008 and 2012 International Asset Management Process Benchmarking Projects, involving more than 40 utilities around the globe. Farshad is also a qualified trainer, and has been delivering the Graduate Certificate in Physical Asset Management (GCPAM) course for Australian water utilities. Prior to joining GHD he has held engineering roles in the water utility and resources sectors.

Scott McIntyre

Scott is a Senior Asset Manager based in our Auckland office, with a career including over ten years in road asset management and network management. He has experience in asset systems, information management and data analysis having worked for clients at both a local authority and national state highway level

He has managed and delivered a range of asset management professional services, including projects for asset valuations, asset inventory and database management, bespoke data projects, condition assessments and forward works programme data management.

Scott is the Asset Operations Service Line Coordinator for New Zealand.
